These Terms of Use (the “Terms”) set forth the terms and conditions under which you may use the website www.tacticalreport.com (the “Platform”) owned and operated by Tactical Report SARL (“TR”).

Please read these Terms before using the Platform. The word “You” shall mean users of the Platform.

By using or accessing the Platform (other than to read these Terms for the first time), You hereby represent and warrant that You understand, agree to, and accept all the terms and conditions set forth in these Terms whether or not You register to the Platform.

These Terms are subject to change by TR at any time. Substantive changes to these Terms will be notified to You by email, to the email address You register in your account, and You will be required to tick the box accepting such changes without which access will be denied. Non-material changes or any other minor changes will be notified by placing a notice on the Platform. Changes will be effective fifteen (15) days after their notification. By continuing to use the Platform after the effective date of any changes, You will be accepting such changes.

The Platform is intended to provide exclusive content. The reporters of TR are the trusted source to provide content about security & defense, energy, and political affairs (“Content”) in the Middle East and North Africa (MENA) region.

The Platform's Content covers international political affairs and the MENA region’s defense and energy markets along its internal, regional and international implications, including:

• Procurement projects, deals, programs, and industrial strategies;
• Policies, budgets, and spending;
• Market needs, trends, and opportunities;
• Change of people in power, decision-makers, and key positions in MENA governments; and
• Internal & regional politics, bilateral relations, and geopolitical affairs.

2.1 Online Content

In order to benefit from the access to the Content published on TR platform, You can opt for one of the following options:

• Credits purchased stored in Your wallet; or
• Subscription to the Platform or via an exclusive RSS-Feed.

Once You have registered on the Platform, You will have the option to choose one of the following bundles to purchase credits:

Access to Online Content via a Subscription

TR gives You the option to execute a monthly and yearly subscription. Such subscription grants You instant access to published content as of the subscription date.

2.2 Bespoke engagements

TR offers You confidential and exclusive consultancy services on the topic of Your choice.

Depending on Your request, TR can monitor, amongst others, specific political developments, changes in administrations, governments and key stakeholders, procurements projects, deals, agreements, budgets and spendings, provide exclusive insights into these topics, and provide You with a report accordingly (the “Report”).

The Reports are based on actual facts and events collected by TR’s reporters, carefully drafted in an objective and unbiased way by TR’s writers and reviewed by its editor in chief before being dispatched to You.

The Content provided on the Platform is intended for personal or internal business use only, depending on the type of access granted. “Personal Use” refers to the right to access, view, and reference the Content for Your own individual purposes, such as staying informed, conducting private research, or enhancing Your personal knowledge.

If access is granted to a company or organization, the Content may be used internally for its own business or professional needs—such as strategic planning, internal briefings, or decision-making processes. However, this right does not extend to reselling, sublicensing, redistributing, or otherwise making the Content available to any third party, including clients, partners, or other companies.

Additionally, unless expressly authorized in writing by Tactical Report, You agree not to use the services for any external commercial purposes. Any violation of these terms may result in suspension or termination of access, and may subject You to legal action.

All content published by TR on its Platform is protected by copyright laws and is intended strictly for private, non-commercial use as defined in Section 3 above. Unauthorized reproduction, redistribution, or publication of any content, including but not limited to reports, analyses, or data, on other websites, social media platforms, or any other medium is strictly prohibited—without the prior written consent of Tactical Report.

TR bears no responsibility or liability for any content that appears on external platforms under its name without authorization. If You come across any unauthorized use of TR’s content, we encourage you to report it to us immediately. Any violation of these Terms may result in legal action, including but not limited to suspension of access, termination of services, and pursuit of claims for damages.

5.1 Disclaimers of Warranties

All Content published on the Platform is provided on an “as is”, “as available” and “with all faults” basis.

The Content on the Platform is provided for general information. It is not intended to amount to advice on which You should rely. You should obtain professional or specialist advice before taking, or refraining from taking, any action on the basis of the Content available on the Platform.

To the maximum extent permitted by law, TR:

• does its best to verify the accuracy of all Content that it publishes, through various means and methods. However, TR does not guarantee that all such Content is free from errors or omissions;
• does not warrant that Your use of the Platform will be uninterrupted, always available, timely, secure, free from computer viruses, error-free, useful, satisfactory, or that any error and/or defect in the Platform will be corrected;

ANY INDIRECT, CONSEQUENTIAL, SPECIAL OR EXEMPLARY DAMAGES ARISING FROM THE USE OF THE PLATFORM REGARDLESS OF THE FORM OF ACTION;

ANY LOSS OR DAMAGE WHICH MAY BE INCURRED BY YOU AS A RESULT OF:

• ANY RELIANCE PLACED BY YOU ON THE COMPLETENESS, ACCURACY OR EXISTENCE OF ANY INFORMATION;
• ANY CHANGES WHICH TR MAY MAKE TO THE SERVICES, OR FOR ANY PERMANENT OR TEMPORARY CESSATION IN THE PROVISION OF THE SERVICES (OR ANY FEATURES WITHIN THE SERVICES);
• THE DELETION OF, CORRUPTION OF, OR FAILURE TO STORE, ANY CONTENT AND OTHER COMMUNICATIONS DATA MAINTAINED OR TRANSMITTED BY OR THROUGH YOUR USE OF THE SERVICES;
• YOUR FAILURE TO PROVIDE TR WITH ACCURATE ACCOUNT INFORMATION; OR
• YOUR FAILURE TO KEEP YOUR PASSWORD OR ACCOUNT DETAILS SECURE AND CONFIDENTIAL.

By agreeing to these Terms, You agree to indemnify, defend and hold harmless TR and its shareholders, officers, agents, licensors, suppliers, other partners, employees and representatives from and against any and all claims, losses, expenses or demands of liability, including reasonable attorneys’ fees and costs (including but not limited to court costs) incurred by TR in connection with any claim by a third-party (including an intellectual property claim) arising out of:

• Materials, information and content You transmit to and/or through the Platform or Services;
• Your acts and/or omissions on or off the Platform;
• Your use of the Platform or Services in violation of these Terms, of any applicable law or regulation, or of the rights of any third-party;
• Misstatements and/or misrepresentations;
• Your use of links to third-party web platforms;
• Any action You may take based on Information obtained on and/or through the Platform.

You further agree that You will cooperate as reasonably required in the defense of such claims.

All intellectual property rights related to TR, including but not limited to its name, logo, trademarks, service marks, product names, reports, analyses, graphics, images, and overall branding, are the exclusive property of TR and are protected under applicable copyright and trademark rights laws.

You acknowledge and agree that You are not permitted to use, copy, modify, reproduce, distribute, display, or create derivative works based on any of TR’s intellectual property without prior written authorization. Unauthorized use of TR’s trademarks, branding, or proprietary materials in any manner—including for commercial purposes, endorsements, or misleading representations—is strictly prohibited and may result in legal action.

With the exception of graphics, quotes, or other content sourced from third-party references, which remain the property of their respective owners, TR ensures proper attribution when such materials are used. If any referenced content is subject to additional rights or restrictions, You must comply with the applicable terms of the original source.

TR reserves all rights not expressly granted under these Terms.

Where the Platform or its Content contain links to third-party websites or resources, such links are provided on an “as is” basis for your convenience only. TR has no control over the content, accuracy or availability of those external platforms or resources.

The inclusion of any such links should not be interpreted as an endorsement or approval by Tactical Report of the linked websites, their content, or any information You may obtain from them. Accessing third-party content is done at Your own risk, and TR shall not be held responsible for any loss or damage that may arise from Your use of such external resources.

10.1 Severability

If any of these Terms are determined to be illegal, invalid or otherwise unenforceable by reason of the laws of any state or country in which these Terms are intended to be effective, then to the extent and within the jurisdiction in which that term is illegal, invalid or unenforceable, it shall be severed and deleted from these Terms and the remaining Terms shall survive, remain in full force and effect and continue to be binding and enforceable.

10.2 Applicable Laws

These Terms shall be governed by and interpreted in accordance with the laws of Lebanon.

10.3 Jurisdiction

You agree that any claim or dispute that has arisen or may arise between You and TR must be resolved exclusively by the competent courts in Lebanon.
